Marinette Menekaunee Harbor Restoration & Park Development

The City of Marinette hired Ayres to provide design services relating to redevelopment of an existing industrial area into a recreational area. The project consisted of dredging contaminated sediment from the harbor area, demolition of an existing industrial site, restoration of the river harbor and shoreline, and development of Menekaunee Harbor Park and Boat Launch.

The improvements were funded by many grants that were secured by Ayres. Grants included a Site Assessment Grant, several Recreational Boating Facilities grants, and a Boating Infrastructure Grant.  Local Tax Incremental District funds were also used for this project.

New facilities include a new boat launch with three slips and docks; a parking area; a restroom facility; two pavilions; a transient floating marina dock system; an Americans with Disabilities Act compliant kayak/canoe launch system; a walkway system connecting the restrooms, boat launch, docks, and Ogden Street; a pedestrian bridge and boardwalk system connecting the north and south sides of the harbor; a new water main crossing under the waterway to make room for the pedestrian bridge and to improve system reliability for area industrial facilities; and site amenities, including lighting and bollards, benches, electronic message center, offshore power, landscaping, and bioretention stormwater treatment system. The project also included environmental remediation and capping of the underlying contaminated soils, which ultimately became the site of the newly created Menekaunee Harbor Park.

The project was completed through many phases and over several construction seasons. Services included performing topographic and bathymetric surveys, meetings, preliminary and final design plans for all phases, seawall design, environmental assessment and remediation, specs and plans for building demolition, bidding document development, harbor dredge bidding, and grant administration.

The American Council of Engineering Companies of Wisconsin awarded the project a 2020 Best of State Award.
