Ayres has provided contract staffing services to the Town of Windsor’s Downtown Development Authority (DDA) since 2016. Ayres is responsible for directing the organization while pursuing strategic initiatives. Routine tasks and specific projects include:

  • Assistance with tax increment financing and structuring project incentive packages

  • Façade Improvement Grant administration

  • Organization budgeting and public relations

  • Coordination and project oversight of development and redevelopment initiatives

  • Management of program requirements and grants for participation in Colorado’s Main Street Program

  • Strategic plan development and project implementation

  • Preparation and management of grant applications and awards, working with state and federal organizations such as DOLA EIAF Infrastructure, EPA brownfield grants, and Colorado DOT

  • Staff meetings and preparation of agenda packets and minutes

Ayres staff helped Windsor’s DDA to become a Colorado Main Street Community in 2016 and to recently become a graduate-level community within the Main Street program.

During the COVID-19 pandemic, Ayres helped the DDA secure a $50,000 Colorado DOT grant to establish more refined outdoor dining seating areas on Main Street, as well as greenhouses for outdoor seating during colder weather. “Open for Business” signs also were distributed.

The Town and the Downtown Development Authority (DDA) were awarded the Colorado Downtown, Inc., 2019 Dynamic Downtown District Award for their catalyst improvements with the expert guidance and enthusiastic support of Ayres.
