Collins Road Extension Final Design

As part of the Better Jacksonville Plan, this project continued the Collins Road preliminary engineering study, extending Collins Road approximately 1.5 miles from Shindler Drive west to a new intersection with Old Middleburg Road. Ayres designed the roadway with a four-lane urban section with two 12-foot travel lanes and a 4-foot bike lane in each direction, a raised 22-foot median, and 5-foot sidewalks on each side. Street lighting and landscaping were included throughout the corridor, and a new traffic signal was designed for the Shindler Drive intersection.

Environmental permitting was a major effort on this project, with more than 3 acres of wetland impacts necessitating a water management district Environmental Resource Permit (ERP) and a U.S. Army Corps of Engineers dredge-and-fill permit. The stormwater management needs for the project triggered an Individual ERP for stormwater and modifications of two existing ERPs for the drainage areas along the corridor.

During the course of the project, the City determined only two of the four lanes would be constructed in the near term, so Ayres completed the ultimate four-lane design and modified construction plans to depict construction of only two lanes. The project included extending electric utilities and improving the water/sewer systems and various existing communications utilities.
