Harshman brings over two decades of experience to his position within the Development Services division, where he will lead complex projects focused on site remediation, regulatory compliance, and stakeholder engagement.

Harshman has managed large-scale environmental initiatives, most notably serving as the environmental project director for a 1,400-acre former petroleum refinery site enrolled in Wyoming’s Voluntary Remediation Program. There he oversaw the project from demolition to redevelopment, spearheading a wind farm development and implementing a large phytoremediation effort.
