East Washington Avenue Construction Observation

The Wisconsin Department of Transportation, Southwest Region, and the City of Madison retained Ayres to provide construction observation for reconstruction of 4.5 miles of East Washington Avenue from Blair Street to Thierer Road. The six-lane roadway carries 39,000 to 54,000 vehicles per day. The project was constructed in five segments over five years, and four lanes of roadway were kept open to traffic during construction.

Reconstruction included excavation, water main, sanitary sewer, storm sewer, bridges, box culverts, retaining walls, bicycle facilities, base aggregate dense, concrete pavement, asphaltic concrete pavement, architectural concrete pavement, colored concrete pavement, concrete curb and gutter, concrete sidewalk, permanent signing, pavement marking, street lighting, traffic signals, arterial traffic management systems, tree plantings, landscaping, and extensive utility coordination.

Structural work included reconstruction of the Yahara River Bridge, replacement of the bridge over Starkweather Creek, construction of a new pedestrian overpass, extension of a pedestrian underpass, construction of a new bridge over STH 30, and redecking the eastbound STH 30 bridge over Fair Oaks Avenue.

Public relations efforts were crucial and included a project website, door-to-door contact with businesses, and biweekly business meetings.
