David has more than 35 years of transportation planning and traffic engineering experience.

He has served as a consultant to state Departments of Transportation, metropolitan planning organizations, municipalities, and other consulting firms regarding transportation corridor improvements, traffic access and circulation, parking demand and supply, parking facility design, mass transit planning and operations, urban development issues, and highway network computer modeling.

He has led managed-lane feasibility studies and the locating of access points; integrated highway design and operations using microsimulation traffic models; directed the design of highway concept plans, driveway access, and truck service docks; conducted needs analysis for congestion management plans, environmental impact statements, and major investment studies following NEPA regulations; led the development of travel forecast models and microsimulation for regional comprehensive transportation plans, highway corridors, and interchanges; and performed area-wide land use and transportation studies, citywide access/circulation studies and parking facility demand/supply plans, mass transit planning and operations studies, and site traffic impact studies.
