TEA Grants Encourage Business Development (January 2008) | ||
| New and expanding businesses often need access roads, highway or airport renovations, or rail spurs. The Transportation Economic Assistance (TEA) program, administered by the Wisconsin Department of Transportation, provides 50% state grants to help fund those improvements more quickly than normal state programming processes allow. What is the purpose of the program? The TEA program is aimed at creating new jobs, retaining existing jobs, and encouraging private investment in Wisconsin. The grants help reduce transportation costs for applicant businesses, and the businesses promise to create new jobs. Communities must assure that the number of jobs anticipated from the project will materialize within three years from the date of the project agreement and remain for four more years. Since the program began in 1987, 237 projects have been completed, supporting more than 24,000 direct jobs and an estimated 33,000 indirect jobs in Wisconsin. Who can apply? Grants are awarded to communities, private businesses, and consortiums for road, rail, harbor, and airport projects that help attract employers to Wisconsin or encourage business and industry to remain and expand in the state. How much is available? Grants of $5,000 maximum per job up to $1 million total are available for transportation improvements that are essential for an economic development project. The project must begin within three years, have the local government's endorsement, and benefit the public. The 50% local match can come from almost any combination of local, federal, or private funds. When are applications due? Applications are accepted year-round on a first-come, first-served basis and are funded when all eligibility information is complete and satisfactory. State analysis, evaluation, and approval of the application generally takes 90 days. The Legislature earmarks $3.625 million in each fiscal year for the TEA program. |
