  Clean Water Fund Expands (May 2009)
    H2)Federal stimulus funding is helping to expand the Wisconsin Department of Natural Resources’ Clean Water Fund (CWF) program this year. The American Recovery and Reinvestment Act has provided $106.5 million in additional funding.

Municipalities can use CWF money for a variety of wastewater and stormwater projects including:

  • Construct treatment works
  • Develop sewer systems and interceptors necessary to prevent violation of discharge permits
  • Meet new or changed discharge limits
  • Correct water quality or human health problems in unsewered areas
  • Develop treatment facilities for urban stormwater runoff
Funding this year is likely to be in the form of a 50% loan and a 50% grant for eligible project costs, which include planning, design and construction.

As in previous years, June 30 is the deadline for submitting a CWF application. However, this year applicants can submit their completed Intent to Apply (ITA) and Priority Evaluation Ranking Form (PERF) along with their CWF application. Previously, the ITA and PERF forms had to be submitted by December 31 of the year preceding the application submittal.

The CWF process still includes submitting approvable plans and specifications to the DNR’s Bureau of Watershed Management. The facility plan for the project must receive DNR approval before the June 30 deadline.

Applications also will require some additional information:

  • Identification of project elements and associated costs that qualify as green infrastructure and a description of how the elements qualify
  • An estimate of the percentage of labor vs. materials/equipment in the project
